根据联合国大会通过的《保护所有人免遭强迫失踪国际公约》，强迫失踪（Forced disappearance）是指国家代理人，或得到国家授权、支持或默许的个人或秘密警察、情治单位等组织进行的逮捕、羁押、绑架，或以任何其他形式强行剥夺自由的行为，并拒绝承认剥夺自由之实情，隐瞒失踪者的命运或下落，致使失踪者不能得到法律保障。

牧师许景裕失踪七年，惟亲友仍旧祈求他有朝一日能够回到大家身边。

律师邱进福接受《当今大马》询问时透露，今早在巴生卫理公会办了一场守夜祈祷活动（vigil service），许景裕妻子刘秀玉等约百名会众参与其中。

“整体情绪务实但积极。”

“我仍希望政府能告诉许景裕一家，他究竟发生了什么事。”

“许氏为什么会成为强迫失踪的受害者？我仍然希望政府能够告诉许家人他的遭遇。” 他说。

邱进福指出，许景裕和玻璃市州社运分子安里仄末（Amri Che Mat）的案件，是马来西亚首两宗曝光的强迫失踪案。

他表示，论及就强迫失踪的未解案件向当权者问责一事，马来西亚多年来似乎毫无进步。

“这方面的沉默（却让人）震耳欲聋。”

“我们或许还得等很长的一段时间，正如刘秀玉曾经所说的，但正义终将会到来。”

2017年2月13日，许景裕在光天化日下被掳绑，从此失去踪影。外泄的闭路电视录影显示，许景裕在40秒即被人掳走，匪徒手法极为专业。

2019年4月3日，人权委员会裁定，许景裕与安里仄末遭遇“强迫失踪”，而绑架者正是警方政治部人员。

Seven years have passed since Pastor Raymond Koh (See picture above) disappeared but his family and friends continue to pray that he would one day return.

Lawyer Andrew Khoo (See below) said a vigil was held at the Klang Chinese Methodist Church this morning, attended by Koh’s wife Susanna Liew together with some 100 attendees.

 

“The overall mood was realistic, but positive,” Khoo told Malaysiakini.

“I am still hopeful that the government will tell Koh’s family what happened to him.

“Why was he the victim of enforced disappearance? Full disclosure about parties responsible; and generally speaking on accountability and justice,” he said.

On April 3, 2019, following inquiry proceedings, Suhakam concluded that Koh’s abduction was an enforced disappearance which involved the Special Branch from Bukit Aman.

Liew, 67, subsequently launched an ongoing suit against the police and government to reveal the whereabouts of Koh, 68, who was abducted on Feb 13, 2017.

Khoo noted that Koh’s disappearance, as well as social activist Amri Che Mat, were the first two cases of enforced disappearances in Malaysia which had come to light in a public way.

Across the region, Khoo noted the absence of any positive development when it comes to bringing those in power to account for unresolved cases of enforced disappearance.

“The silence in this regard is deafening.

“We may have to wait a long time, as Liew, Koh’s wife once said, but justice will come. Eventually,” he added.
